LEGO City set 60163, Coast Guard Starter Set, depicts a small coast guard response scene within the Coast Guard subtheme. Released in 2017, it includes 76 pieces and 3 minifigures, making it a compact addition to a coastal, harbor, or rescue layout.

Its subject is a small coastal rescue setting rather than a large standalone model. That makes it useful as a supporting scene for beaches, docks, or other waterfront areas in a LEGO City display or play layout.

The figure descriptions identify a wetsuit character, a coast guard woman with a badge, and a lifeguard with a yellow life vest. The build is therefore best understood as a compact scene with small supporting elements for rescue play.

It is aimed at narrative play and at expanding a LEGO City collection with coastal personnel. On display, it works as a secondary scene beside a harbor, beach, or rescue post. Within the Coast Guard subtheme, it sits as a small starter set focused on minifigures and role based storytelling.
